Growth of new housing in the area to 2019

THE Forfar and Kirriemuir area could see 860 sites of five or more new houses by 2019 according to a draft of the Angus Council Housing Land Audit 2012.

Taking Angus as a whole into account this number rises to 3,532 sites.

The Brechin and Montrose area has the largest amount of predicted growth with 1,404 sites identified.

Arbroath has 641 sites while Carnoustie and Monifieth have the least with 627.

In Forfar, the total supply of effective houses amounts to 595 buildings.

Effective housing is defined by the local authority as “the part of the established housing land supply that is free or is expected to be free of development constraints in the period under construction, and will therefore be available for the construction of housing.”

As it stands three sites in the town are currently under construction. These include Turfbeg Farm, Elite Homes; Dundee Road, Glencoe Park; Scotia Homes and Montrose Road, Rathmell, Mr and Mrs McFarlane.

The combined capacity of these sites is 88, with 11 homes left to build - three of which are at the Turfbeg site, one at Glencoe Park and the final seven at Rathmell.

Detailed planning consent has been granted at New Road, Asda Stores; Wester Restenneth, Guild Homes and North Street 62-64, Adept Properties.

The total number of homes included within these sites is 230.

Five sites in the local area have been marked as being within the Angus Local Plan.

These sites are Lour Road, Beechhill Nursery, Private; Prior Road 1, Wester Restenneth Co; Whitehills Nursery, Private; Gowanbank, Private and Slatefield, Private.

The combined capacity of these sites is 177 with 100 of these set for the Whitehills Nursery site.

One remaining site has has outline planning consent submitted to Angus Council. This is the 100-capacity former Guide Dogs premises on the Dundee Road.

Angus Council has also identified areas of constrained housing supply which is defined as: “the part of the established housing land supply which at the time of the audit is not assessed as being effective.

In Forfar two such sites have been identified. These lie at South Street, with a capacity of 30 and St James Road with a capacity of 40.

Smaller sites, with less than five houses, will supply around 41 homes.

In Kirriemuir four sites are already under construction giving the total of 34 completions.

Under construction are homes at Hillhead, Guild Homes; Kinnordy Road, Glenmuir Devs; Brechin Road, Platten, Guild Homes and Forfar Road, Pathhead Nursery, Guild Homes.

Detailed planning consent has been granted for sites at Sunnyside, J & J Learmonth; Sunnyside, Westfield, Angus Council; School Wynd, D. H. Clark; Glamis Road, 51 Newton Hotel, Mr and Mrs Newton.

One site has been identified as part of the local plan. This is situated at Westfield/Lindsay Street/Sunnyside, J & J Learmonth.

The total amount of houses that Kirriemuir could be set to receive is 133 by 2019.

Smaller sites of under five new builds in Kirriemuir will amount to around 24 houses in total.

Housing sites are identified by the local authority using a number of criteria including ownership, its physical aspects, whether it has been contaminated due to a previous use, any deficit funding, marketability of the site, whether the site is free from infrastructure constraints and whether housing is the preferred land use.

The draft audit is the result of a survey which took place in March 2012 to cover a 12 month period.
