THE 'for sale' sign will soon be going up at Wellbrae Primary School.
The school, which has lain empty since last June, is to be put on the open market after being deemed "surplus to requirement."

Members of Angus Council's education committee agreed at a recent meeting to sell off both the Wellbrae Primary School building, along with Barry Primary School.

Education director Jim Anderson recommended the committee should formally declare both schools surplus to educational requirement and that they should be disposed on the open market.

As part of the Forfar/Carnoustie Schools Project, new primary schools are being provided in both Forfar and Carnoustie.

This in turn has meant that Barry Primary School is no longer used for educational purposes, nor is Wellbrae Primary School.

There are no plans to make any future educational use of either of these buildings, and in considering the Forfar/Carnoustie Schools Project, previous reports highlighted the likelihood of a capital receipt being available to the council, a receipt which would be ring-fenced in order to off-set some of the council's costs in taking forward the Forfar/Carnoustie Schools Project.

This ring-fencing was approved in principle at a meeting of Angus Council in September, 2005.

It is recommended the director of corporate services should be authorised to dispose of both properties on the open market.

In his report, Mr Anderson stated the Education Financial Plan currently assumes the ring-fencing of £1.224 million of capital receipts from the sale of a number of surplus sites arising from the Forfar / Carnoustie schools project, including Barry and Wellbrae Primary Schools.

The £1.224 million represents a guaranteed sum that will be forthcoming to finance the education capital budget.

However, it also represents a ceiling beyond which any additional proceeds from the sale of the surplus sites will be pooled for corporate use.

The exact make-up of those receipts as ring-fenced or pooled will be dependent on the timing of the individual sales.
